Driving Municipal Excellence: V3’s Northern Cape Programme
V3 Consulting Engineers is spearheading municipal improvement across the Northern Cape through the Programme Management Unit (PMU), a collaborative initiative with the Development Bank of Southern Africa (DBSA). As a Level 1 B-BBEE firm founded in 2014, our mission to “improve the lives of communities through infrastructure delivery” drives this province-wide initiative, now in its final year (expiring 30 September 2025).Led by Portfolio Manager Victor Clive Chisholm from our Kimberley office in the Management Services Department, the PMU provides support and capacitation in revenue enhancement, infrastructure planning, civil engineering, asset care, spatial planning, alternative energy and electrical engineering, project, programme and construction management advisory, and more. This initiative embodies our values of accountability, innovation, sustainability, and people and diversity. Our brand promise, Motho Ke Motho Ka Batho (“We are who we are because of others”), fosters partnerships that align with transformation goals, unlocking efficient service delivery for 31 municipalities consisting of 5 districts and 26 locals.
Project Scope: Holistic Support for Municipal Capacitation

Stages include diverse planning, Kaizen support, front-end loading, oversight, support, technical advisory and reporting. We facilitate non-lending/lending applications, business process re-engineering, and Kaizen for continuous improvement, using ISO 9001:2015 processes. Photos and diagrams illustrate the structure: steering committees and technical committees with DBSA and COGHSTA, and core teams supporting streams like wastewater treatment Spatial Development Frameworks (SDFs) and Land Use Management Schemes (LUMS). This ethical framework ensures compliance and risk management province-wide.

The PMU is unique in its focus on improved audit outcomes, skills transfer, and revenue enhancement and collection through accurate fixed asset registers and robust business cases. Critical infrastructure, such as water, sanitation and roads, has been unlocked, with project turnaround times shortened through Kaizen methodologies. Knowledge transfer to internal municipal PMUs has improved financial planning and estimating, aligning with our transformation agenda by capacitating diverse teams.
Economic empowerment is evident in enhanced revenues and institutional capacity, supporting rural economies. The alternative energy stream promotes embedded generation, reducing costs and emissions, while GIS aids spatial planning and Spatial Planning and Land Use Management Act (SPLUMA) for District Development Model (DDM) and Integrated Development Plan (IDP) alignment.

Challenges like municipal inefficiencies are addressed through our flexible, results-driven culture, with monthly Kaizen reports and stakeholder support from entities such as DWS and ESKOM. Ethical behaviour ensures transparency, promoting safety in OHS and environmental streams.
