Revitalising Urban Safety: V3’s Comprehensive Assessments

Established in 2014 as a Level 1 B-BBEE engineering and management consultancy, our mission to “improve the lives of communities through infrastructure delivery” drives us to tackle projects that enhance safety and foster transformation. The recent CBD Investments project exemplifies this dedication, where we conducted structural, mechanical, and Occupational Health and Safety (OHS) assessments for 19 high-rise buildings across Johannesburg, Tshwane, and Pietermaritzburg. Guided by our core values of integrity, safety, accountability, and sustainability, this initiative not only identified potential risks but also provided actionable solutions to protect occupants and align with national regulations.

Project Scope: A Holistic Approach to Urban Infrastructure

The CBD Investments project focused on evaluating the structural integrity, mechanical systems, and OHS compliance of these iconic buildings, many of which are central to South Africa’s commercial hubs. Our team, led by Mfundo Nkosi, Business Unit Manager in the Gauteng Business Unit based in our Pretoria office, navigated the complexities of aging infrastructure in dynamic urban environments. The assessments covered everything from foundational stability and load-bearing capacities to HVAC systems, fire safety protocols, and emergency egress routes, ensuring adherence to the OHS Act of 1993 and the Construction Regulations of 2014.

Utilising innovative tools like 3D modelling and GIS technology, we conducted thorough inspections that balanced environmental impacts, economic viability, and social considerations. For instance, in Johannesburg’s vibrant CBD, buildings such as the 25-story IBM Building at 124 Main Street—originally constructed in 1976 and now home to key government entities—were scrutinised for seismic resilience and mechanical efficiency. Similarly, the 11-story North State Building at 99 Market Street, situated at a bustling intersection, underwent detailed reviews to address potential overcrowding risks and ventilation issues. In Pietermaritzburg and Tshwane, assessments extended to structures like the Game Building, a heritage site blending modern amenities with historical architecture, where we emphasised preserving cultural significance while upgrading safety features.

This project progressed through our standard stages: inception for scoping client needs, concept development for initial assessments, design development for remedial recommendations, documentation and procurement for compliance reports, construction oversight where needed, and close-out with final audits. Now completed, it underscores our ISO 9001:2015-certified commitment to quality and continuous improvement, ensuring every step reflects ethical behaviour and proactive transformation.

Making a Difference: Impacts and Community Benefits

What made this project special was its direct contribution to occupant safety and urban revitalisation. By identifying structural defects—such as corrosion in load-bearing elements or outdated mechanical systems—we provided tailored remedial actions that prevent accidents and extend building lifespans. In Johannesburg’s CBD, where buildings like the IBM and North State serve thousands daily, our work mitigated risks from urban decay, promoting a safer environment for workers, residents, and visitors.

Moreover, the project embodied our sustainability ethos by recommending energy-efficient upgrades, such as improved insulation and renewable integration where feasible, reducing long-term operational costs and environmental footprints. Economically, it supported South Africa’s transformation objectives by involving diverse teams and facilitating skills transfer to previously disadvantaged professionals. As Mfundo Nkosi notes, “This was an opportunity to align building safety with national standards, ensuring these urban icons continue to drive economic activity while protecting communities.” Our focus on people and diversity shone through, with mentorship programs embedded in the process, empowering local talent and reinforcing our motto: “Motho Ke Motho Ka Batho” (We are who we are because of others).

In underprivileged areas surrounding these CBDs, the ripple effects are profound. Safer buildings attract investments, boost property values, and create jobs, directly improving quality of life. This ties into our broader social investment strategy, where we avoid superficial charity in favour of sustainable interventions like bursary funding and community upliftment.
